Organ Mountain News report

LAS CRUCES - Doña Ana County has announced the 11 members appointed to a community committee established to provide public input and oversight related to Project Jupiter, the large-scale development planned for southern Doña Ana County.

The Board of County Commissioners announced the full membership Wednesday, Oct. 14, following the appointment of two District 4 representatives during Tuesday's commission meeting.

The Community Monitoring Committee includes two representatives from each of the county's five commission districts, plus an additional member from District 2, where Project Jupiter will be located.

Committee members named

The county announced the following appointments:

  • District 1: Gavin McMurdo and Michael Stracener
  • District 2: Jerry Prochazka, Art Terrazas and Luis Bonilla
  • District 3: Wayne Grinnell and Hannan Al-Qanai
  • District 4: Don Bassett and Marcus Wells
  • District 5: Lynn Moorer and Juan Garcia

All 11 members will serve in a volunteer capacity.

According to the county, applicants were required to disclose any financial interest, employment relationship or other affiliation with entities connected to Project Jupiter, including relationships involving organizations that support or oppose the development.

Committee established by county resolution

Commissioners created the Community Monitoring Committee through Resolution No. 2026-101, which establishes its membership structure, eligibility requirements and other governing provisions.

The county describes the committee as a forum for community input and oversight related to Project Jupiter. Its announcement did not specify the committee's meeting schedule or identify any independent regulatory or enforcement authority.

The appointments establish representation from all five commission districts, with an additional seat allocated to District 2 because the project is located there.

Residents can find information about Project Jupiter and the committee at Doña Ana County's Project Jupiter webpage.
