SUNLAND PARK - Sunland Park has awarded a nearly $1.34 million contract for the next phase of roadway, drainage and utility improvements in Anapra, including work that extends across the New Mexico-Texas line.
The City Council approved the Anapra Phase IV Roadway, Drainage and Utility Infrastructure Project on Tuesday, selecting Nine Degrees Construction LLC for work along Calle Carrosel and Calle Obregon.
The approved bid totals $1,339,658.10, excluding applicable taxes.
The base project includes roadway, utility and drainage work, concrete improvements, traffic control and pavement markings along portions of Calle Carrosel and Calle Obregon.
Councilors also approved several additive portions of the project, including concrete pavement within the main project limits and concrete improvements along the Texas portion of Calle Obregon.
That cross-border work includes grading, sidewalk, drive pad, curb and gutter and waterline improvements.
A third additive portion adds security improvements at a lift station, including site preparation, base course, geotextile, crusher fines and installation of a security fence.

The bid package allowed Sunland Park to choose between asphalt and concrete pavement for portions of the project.
During Tuesday’s meeting, project representative Ivan Rodriguez outlined the alternatives before City Manager Mario Juarez-Infante made the city’s preference clear.
“It’ll be concrete,” Juarez-Infante said.
That selection resulted in the $1.34 million contract amount.
Nine Degrees submitted a base bid of $799,238. The city then selected the concrete pavement alternative, concrete work on the Texas portion of Calle Obregon and the lift-station fencing improvements.
Four contractors submitted bids for the project.
Wilson & Company, the city’s engineering consultant, determined all four bids were responsive and identified Nine Degrees as the apparent low responsive bidder.
Other bidders included Del Mar Contracting Inc., Highland Enterprises Inc. and Constructors Inc.

Colonias funding will pay for project
The project is funded through the New Mexico Finance Authority’s Colonias Infrastructure Fund.
Wilson & Company told the city that all of the available award options were within Sunland Park’s project budget.
The council approved the contract shortly before moving on to a discussion about re-establishing city committees.
No construction schedule was included in the contract-award materials reviewed by Organ Mountain News.
