Doña Ana County names Denisse Carter economic development director

Doña Ana County has appointed Denisse Carter as its new economic development director. She brings more than 17 years of experience in regional business growth, trade and community development.

LAS CRUCES - Denisse Carter has been named Doña Ana County’s new economic development director. She will oversee the county’s business development strategy, foreign trade zone operations and long-term economic planning.

“Denisse quickly established herself as a strategic leader in economic development when she joined the county,” County Manager Scott Andrews said. “She built her career thoughtfully, step by step, and we’re proud to have her lead as we implement our strategic plan and expand opportunities for residents.”

Carter earned her Certified Economic Developer (CEcD) designation in March 2024, a credential held by fewer than 1 percent of professionals in the field. The certification recognizes expertise in fostering innovation, attracting investment and driving community growth.

She previously served as the county’s economic development administrator, where she launched several initiatives, including a quarterly Economic Development Roundtable, a binational roundtable linking New Mexico, Chihuahua and Ciudad Juárez, and the county’s first Creative Industries program.

Carter’s 17-year career includes roles with the El Paso Regional Economic Development Corporation (now the Borderplex Alliance) and 11 years in the City of El Paso’s Economic and International Development Department. There, she negotiated incentive agreements, created a contract compliance division and helped launch the Small Business Assistance Division, offering bilingual support and ARPA funding assistance.

She holds both a bachelor’s degree in criminal justice and a master’s in public administration from the University of Texas at El Paso.

“Denisse has deep roots in this region and a clear understanding of how collaboration drives growth,” Andrews said. “It’s been a joy watching her develop as a leader, and I look forward to serving with her for years to come.”
