Las Cruces police say an officer shot and killed a man Thursday evening outside Chili’s on Telshor Boulevard after reports of threats toward patrons and staff.

Multi-agency task force investigating shooting involving LCPD officer

LAS CRUCES - A Las Cruces police officer shot and killed a man Thursday evening outside a Chili’s restaurant on Telshor Boulevard after reports that he had been threatening patrons and employees, according to police.

Officers were dispatched around 6 p.m. to the 400 block of South Telshor Boulevard, where the first officer to arrive confronted the man in the parking lot. Investigators say the officer perceived a threat and fired at least one round, striking the man.

Officers provided medical aid, but the man — identified as 50-year-old Philip Adrian Mullin of Las Cruces — died at the scene, police said.

The officer was not injured and has been placed on administrative leave while the shooting is reviewed, as required by department policy. Officials said a news conference is expected early next week.

A section of southbound Telshor Boulevard, from Discount Tire to Lohman Avenue, was closed Thursday night as investigators examined the scene.

The Officer-involved Incident Task Force — which includes investigators from New Mexico State Police, the Doña Ana County Sheriff’s Office, Las Cruces Police, and New Mexico State University Police — is leading the investigation. The task force will present its findings to the Third Judicial District Attorney’s Office for review.
